other dogs and there owners

so i regularly walk my dog oso he is a chihuahua and is very cute i keep him on a chain when we walk attached to my hip so i don't have to hold it cause i'm usaually walking two other dogs as well. so one day i went out to walk my dog i had him attached to me then my grandpa told me to take his dog as well shadow who is still a puppy like 12 weeks old labador mix as i was leaving my grandma's dog was wineing wanting to go as well so as i was leaving she snuck throught the door as well and took off running i asked them what i should do and they told me to leave her she usely comes back and my hands where full already so relucantly i agreed the problem was that shadow is new to walking so he is constantly getting tangled up with the leash or tangling his leash with oso's chain so i was walking it was all going good and then i ran into my friend she saw the puppy and was like how cute we usually go on walks so she said hold on let me get something from my house and we can walk i told her i was already almost done with my walk already but she insisted so i agreed and all the while my grandma's dog was just running along side us. after a while shadow kept getting tangled in the leash so my friend said he is too cute to be walking and as she goes to lift him i get this wierd feeling. i am always on gaurd while walking alone so i look up ahead and i was right this loose dog was standing there and as soon as i saw it. it started dashing toward us by then my friend has already lifted the puppy up unaware of the dog aproching not wanting to alarm her cause she easly scars. when ever i'm unsure my imeditate reaction is to yank the chain that is why he is on a chain i yank it as hard as i can lifting my dog up and quicky putting him on my sholder the dog jumps up onto my friend and she yells no and pushs the dog away with her leg and by then my dog is saftley up high so the dog starts to leave but just then i have a sudden realization my grandma's dog was still loose she was peeing on a bush unaware of eveything but as i see the dog look around for a victum i yell at her to come here and her still unaware comes toward me nonchalant but just as i'm about to catch her the loose dog comes running back and starts to snarl as i try to reach for her the other dog snips at me so i retract unsure of what to do just then the dog starts to bark and then our dog starts to bark agressavly back and then the other dog leaps forward and starts to push her into the bushes and all i can see is the other dog untop of our dog horrifided and unarmed all i could do was watch helplessly. not sure what to do considering there was nothing near by to help scar away the dog so i started to yell at the dog hoping to scar away as i neared the dog grabed our dog and started to shake it like a rag doll horified i tryed to kick it by just as i lift my left to hit it the dog turned and threw her into the street our dog was crying and on her back then the other dog throws it's self onto her again and is biting her i'm still yelling and trying to scar her away and just then a car starts aproching the other dog got momentary distracted and it was enough for our dog to escape she took of running home i grab the pup from my friend and follow her then in the distant i see my cousin i yell at her to catch our dog and to lock her up in the backyard and then my friend catches up to me and says wow that was something huh well lets go for that walk reluclantly i agree i cut the walk short and head home to check on our dog she was wimpering and i sofly checked her out to see if she was ok and found a puncure wond on her sholder my grandma was upset that something like that could happen and wanted to quickly take her to the vet and call the cops on that other dog but i told her i don't know who owns the dog and then my grandpa cleaned her wound up and said she would be fine . and that was the end of that terrifiying experince but truth be told the other dog was actually my friends dog who her brother had let out to play after that experince we have yet to go walking again

    You need to tell your friend about the incident. Most cities have lease laws. You were in the wrong not having your dog on a leash to protect him. Your friend needs to understand that if his dog does any damage to property, dogs or people he could be financially responsible. I guarantee you that when he understands his responsibility, he will take better care of his dog. If he doesn't and something happens SUE HIS A** OFF!

    I live in Faifax County, Va., and we have leash laws not only to protect people, but dogs as well. I would never think of letting my little guy off his leash, except in the back yard which is fenced. This a.m. there was an unleashed chocolate lab in the yard next door who does not live there. I have been surprised at the number of dog owners who do walk their dogs w/o/ a leash! Last week-end I saw across the street, a dog that looked just like Chester. In fact I thoght it was, and did a double take, thinking,"how in the world did he get over there?!". As I turned though I spotted Chester in my little back yard woods. How is it that people don't realize the danger to their own dogs?
    We see dogs and cats run over off the side of rt.66 and rt 28 each day that we travel just those two main roads.
    I would be crused if that happened to my little Chubster. That says nothing about the injuries that could be sustained if a vehicle hit a pet. If one has no insurance the cost can be huge!
    To my neighbors in Cabells Mill; PLEASE, keep your dog on a leash! It will keep them safe when you are out walking by providing an anchor to you. It will keep my Chubster safe as well. You'll know where your doggie does his or her business, and can pick it up off of other's lawns.
    If you have no backyard, I know that Fairfax Co. has doggie areas in some of their parks. They do so love to run! Chester runs like the wind after balls. I love to watch him, ears flying back, fur sleek against the wind ,eye's open wide at the pure joy of letting loose and running as fast as his deformed little legs will carry him!!
    I'm not sure who enjoys it more,me or Chester!
