Most people do not know that a vehicle with a handicapped tag can park at any parking space for free, so all they need to do is find one that suits their vehicle, which is the majority of them downtown.
There is another relevant factor here. Most parking garages and surface lots have very few spaces for van parking. So even if I want to pay for private parking, which i would gladly do, there may be no spaces available. This is even, maddeningly, more of an issue im parking garages for area hospitals. I have gone from the bottom to the top and back to the bottom again looking unsuccessfully for a parking space. All the while, passing occasional regular parking spaces. Now ai have a minivan with a ramp extendable out the side. My previous van was a full size with a raised roof. I couldn’t even enter the hospital parking garages! But I frequently needed to park there as a patient. So I match the parking cynicism of the handicap parking doubters but from the other extreme.
