Decades of bad transportation policy have torpedoed lots of these ideas. The government bought failing passenger rails, but then the enemies of public transportation insured no investment in dedicated rails. So now in most places, commuter rail has to rent rail to go anywhere. As is always the case, the public has chosen to pay no attention.
