If there was prior issues with a tenant why on earth would you offer occupancy at 2 times the normal rental rate? I understand increase of the security depoist but what the rental of a 4 bedroom house for 2 bedroom apartment id just stupid. Im desparate for my own place again but far from stupud.

I suggest you obtain an apartment locator. Here in Texas that are free for yourself. The agent does not get paid unless you lease and are qualified. The agent is then paid by the property corporation. Many locators have dealt with many clients in your situation. Just be honest and let your apartment locator know the truth (up front) and of any other property debts. There are second chance leasing options available. Just have to find them good luck!
