Why are wages

Edit: now that you've completed your post. I think it depends. My company has a ton (literally) of jobs that pay in the range you mention.

I feel like there is a glass ceiling to just even move to the middle range. Most of my friends are stuck at $18-19 and you would have to literally need a disproportionate amount of experience or qualifications- or make a big leap and change careers.
