Knob & Tube replacement: Do you have to physically remove the old wiring to be up to code?

We're taking bids on replacing some old K&T wiring from a 1931 house we bought, and the first electrician said to my wife (I was not there at the time) that they would have to remove all the unused K&T completely from the house. I was always under the impression that they disconnect it and run new wiring, but leave it (dead) in place. This would obviously cost more and cause more damage to the plaster walls.
Can anyone clarify? We're in Seattle if it matters.
I'm guessing she misheard him, or there was some miscommunication.
We are taking 2 more bids before hiring someone, but I thought you guys might be able to answer this question. Thanks!
