Death of Detroit.

I think you actually need to do some research on using "white flight" as the reason for the decline of Detroit. You also might try reading up on WHY Detroit was so segregated. Here's one place to start: http://peoplesworld.org/segregated-h...y-panel-shows/
Has there been problems in Detroit? Yes. As far back as 1925 When Dr. Ossian Sweet a black doctor bought a house in a white neighborhood and it caused a riot.
However after the riots in the 60's Detroit Had a succession of black mayors the most notable being Coleman A Young. And he did nothing to calm the racial tension in Detroit. To say nothing of his tyrannical reign that did nothing for the people of Detroit. (Try reading some writings on what Mr. Young was actually like.....it isn't pretty)

Couple with over 40 years of liberal "help" from the government Detroit is left bereft of anything more than a few revitalized neighborhoods and sports centers.
