Arizona adoption

With some of the Arizona adoptions the final adoption decree was issued in another state. For instance, a child was born in Arizona but adopted in New York or New Jersey.
It is legal to adopt a child and have the finalization occur in the state where the adopted parents reside. Sometimes the adoptive family is living in Arizona, but moved during the adoption process due to work or the military. This is perfectly legal and not black market adoption.
