Jails Over Crowded!

All the jails in this region are over crowded! Some are having to deal with double the inmates they were designed for. This raises several questions; 1. Have we made too many frivolous laws? 2 .Are we dealing with to many rebellious citizens, who either don't know the rules or refuse to play by the rules? 3. There are dozens and dozens of dad's incarcerated for lack of child support and of course they can't support a child from inside a jail cell. I have talked to many of these dads who just don't get it; they can't figure out why a mutually desired roll-in-the-hay holds them responsible for 18 years. Maybe we need something like a D U I school where these dads can get lessons in responsibility and also in how to get and hold a job.
From what I can see, just putting them in jail doesn't really solve the problem. It usually means that the man loses his job. Tends to make him even more angry and more likely to rebel against the system. How do other countries deal with these problems?
