very anti-social neighbors

I would like to know if anyone has ever experience living in a apartment complex in Toms River NJ, and you live right next door in the same building, and your neighbors don,t even say hello? When your in the parkin lot and your car is right next to theres, I have heard that some neighbors don,t socialize, bit not to even say hello how are you, I have been living in ocean county for some years now and in this co mplex for almost three years, and I,m ready to leave this county and this state. Does anyone know where you can live and connect with some friendly God Fearing People?

Don't know how old you are but often older folks want say hello for fear you may want to get acquainted and borrow money etc.
Also very young folk may fear the old might have a health crisis
and they would feel an obligation to help.
