No, it doesn't happen 'everywhere.' Trying to normalize **** like that with brainless observations to the effect that it is that way 'everywhere' is a recipe for self-delusion.

If by 'everywhere' you mean Baltimore, DC, and the assorted other ****holes that the United States seems to possess in droves, then, no doubt, you would be correct... but then you wouldn't be using the word 'everywhere' correctly anymore.
