Why not universal background check?
By "universal background check", the government really means background checks for "private sales" between individuals. Currently sales between dealers and individuals, where majority of guns are purchased, are already going through background checks called NICS.
What's wrong with background check on private sales?
Firstly, anything that is illegally already is. Criminals buying guns is illegally, so is knowingly selling to any prohibited person (Defined in Gun Control Act of 1968), and so is buying guns for any prohibited person.
Secondly, this only affects law abiding citizens because criminals don't obey the law. I highly doubt any self-respecting criminals would go through background check.
Thirdly, the government doesn't know what we have. How can we enforce without knowing who has what?
Last one is more fun. The government doesn't even enforce the current background check between dealers and individuals.

Read this report. Of 133,000 denials in 2009, only 149 were prosecuted. You read that right.
So the government has no intention to enforce the current background check law, has no intention to go after criminals or any prohibited person, but somehow adding more background checks for law abiding citizens is a great idea???!!!
