Chesapeke Bay

I am thinking about moving to the Chesapeke Bay area and would like some input and suggestions. What is the cost of living there? I currently live in Florida and have lived in Northern Virginia before very briefly. I hear there is a difference as far the kindness of people.

Southern Virignia people seem more nicer and respectful than Northern. I did witness that myself....

I would like a nice area 2bedroom apartment, any suggested areas that are decent and quiet? How much would be the suggested income?

I am planning to move by April 2013 if possible.
