To Blog or Not to Blog, that is the editor's choice

I am a bit confused on the rules here.
And I've copied the rules just to make sure (you) can review them and discuss....
The second rule - allowing a commercial link seems to be taboo, since the first rule - no links at all - should override it.
Unless it actually means
"You can insert a link into your blog if you are recommending someone, and provided you are not making any financial returns/benefits from giving that review/compliment"
Am I reading this correctly???
- No commercial links in Blog Description are allowed (a commercial link is a link to a page from which you could gain financial benefit, such as an affiliate link to Amazon or a real estate agent's link to her own website)
- At most one commercial link or other type of advertisement (such as a business phone number) is allowed per blog entry
