HOA Disbute

Question- Can an HOA demand payment for unpaid HOA dues if unit had twice been damaged by pipes in common walls that leaked, causing the damage, which resulted in mold which was documented. Eight month ongoing disbute with HOA, while trying to sell the home in a short sale, (trying to avoid foreclosure). Unit was never fixed, unit was seized by the bank. HOA proposed plan to fix unit within days of the auction. Six months after the fact, received letter from collection agency for $1800 in past dues. Trying to disbute? I doubt anyone has gone thru this, is too bizarre to be true, yet when dealing with an HOA, not hard to conceive.
