Fair Offer?

Hello! I am a first time home buyer. I have been looking a TONS of homes. There are two that have caught my eye. They are in the same neighborhood. One is a new construction spec house. It has been for sale by the builder for a few months and has already had a price drop. The orginal asking was $289,900 now it is $274,900. There are still several lots open in the neighborhood. To build the same house the floor plan prices start at $236,000. I can't really see that many upgrades. It has a basement (upgrade) and a garden tub in the master, and was told the floors and kitchen cabinets where upgraded as well as extra widows added. I hate the carpet (It's white and I have a toddler and 2 dogs) and the counter tops in the bathrooms are awful. I'd want to chage those. There is a house down the street that was built by the same builder 2 years ago and is now a resale home. It's a different floor plan but similar in size and design. This house has a much better lot (backs up to trees rather than other houses) has a fence already installed. Has hardwood floors throughout (other house has carpet and laminate) and the asking is $264,900 but is also a reduced price. This house has also been on the market for a few months. The neighborhood is still being developed and is probably about half way complete. What would be a fair price for both houses?
