Just bought a home in Florence AZ. Please Help!

We're not planning to move to Florence until we sell our home in PA. That could take a while.
Could someone give us their input on what to do about the water. The house has been on the market and empty for a few months without running water ( The previous owner took the water softening system with them so the pipes are not connecting at the entrance point ).
If we connect the pipes and the water, Johnson utilities will charge us a fee of I believe around $70.00 a month. What would be the downsize of not connecting the water until we're ready to move in?
We're already paying electric, monthly association fees, taxes, etc...
