Prescott Valley bad smell

Recently nasty asphalt/tar smells have invaded my house. Originally I thought it was exhaust from an automobile that was old and in poor condition and left running for long periods of time. My wife and I have lived here for 15 years. Only in the last couple of months have we had this stench come into our house at night, sometimes several times at night. One day it was so bad at about 7 pm that we got into the car and followed the smell directly to the asphalt plant in Prescott Valley. The company is Asphalt Paving and Supply at 2660 N 3rd St Prescott Valley. I lodged a complaint with the air quality people and they told us that they would check it out. Literally, we have had throat and lung problems when the fumes are strong. The Stoneridge housing development is near the asphalt plant and I bet no one told them that the plant was in operation when they sold them the houses. Depending on the direction of the wind, I would think various parts of town would get the tar smell. What seems to happen is that when the temperature changes in the evening it causes the fumes to drop down from a higher elevation. Usually the smell lasts from 45 min to a couple of hours. We installed security screen doors so that we could safely let the cold air in at night instead of using the A/C. It is very offensive to us that we are forced to breathe bad air. We are of the opinion that there should be NO businesses in populated areas around here that cause a health threat. If enough people have had the same experience and also lodge a complaint, perhaps the plant will be moved to a non populated area. What do you think?
