My light bulbs keep blowing out.......

Yes they do, because the manufacturers of light bulbs make 2 common grades of bulbs. The one's you buy at a home center or grocery store are rated at 120 volts. The voltage in your home is typically around 121-124 volts (see the problem?). The solution is simple, go to a store that specializes in light bulbs and ask for bulbs that are rated for 130 VOLTS. This works for any incandescent or halogen bulb and it doesn't matter what WATTAGE you select. The cost of quality bulbs is not much more...

Maybe it does, maybe it does not. If you're hearing that from a reputable licensed contractor, it probably does.
Most reasons for discovering that your panel needs to be changed are related to the brand names of Federal Pacific or Zinsco.
