Escrow shortages

My escrow company has informed me that they were not taking out enough to pay my real estate taxes for the last 2 years. So even though I have made my last 2 mortgage payments on time they are reporting that my mortgage is in default because they are putting my payments towards the escrow shortfall. They are demanding that I pay the full $6000 before any funds will go towards mortgage payments. Can they do this? And who is to blame for the short estimate on the escrow?
