There is very little correlation between school performance and per-student expenditures. Most urban schools in poor areas are dragged down by the social problems in the surrounding areas and amongst their student populations, and not by a lack of resources. For school districts like Chicago that manage to select out the best prepared students and send them to the magnet schools then, on paper, spend the same on them...
