Tenant asked to pay hot water bill

Living in an apartment in San Diego County where tenants are asked to pay to heat the water. The bill from San Diego Gas and Electric is divided up by management and passed on to the tenants. There are no individual meters or water heaters in the apartments. They have a few large water heaters spread throughout the complex. The apartments are all electric which we get a separate bill for individual usage. We do also pay for water, sewer, trash, pest control and unassigned parking. I know...
