New Jersey Ground Level Deck

Hello,

I live in Cherry Hill New Jersey. I currently have a concrete patio that is severely cracked. I am having trouble finding answers on this. If I were to place a free standing deck directly on the concrete with decking on top, would I need a permit? I don’t think NJ recognizes “freestanding decks” but it seems like a waste break up the patio in order to dig anchors 3 feet down just to get to the same level when I have a slab that could act as the anchors. Would this cause...
