Likewise in the US you have cities beyond New York and Los Angeles such as Boston, Philadelphia, Chicago, Washington DC, Memphis, Las Vegas shows and entertainment, San Francisco, Seattle etc etc.
I am also sure there are lots of other similar lists of cities in relation to the rest of North America as well as as South America and Australia/NZ, Asia, and Africa.

The only issue in terms of NYC is that first it's not even the capital of the US and in terms of a lot of national institutions including museums and national libraries, archives etc they are in Washington DC.

“Highbrow” and “pop culture” aren’t exactly mutually exclusive though.
NYC sort of covers both since the majority of media still concentrate in NYC.

Arguably the only thing NYC 'lacks' compared to London or Paris is a global sporting culture. In the case of London there is Wembley Stadium, Lords, The Oval, Twickenham these will all host numerous international fixtures in front of hundreds of thousands of fans every year.
New York, London, Tokyo & Paris in no particular order.
