The only issue in terms of NYC is that first it's not even the capital of the US and in terms of a lot of national institutions including museums and national libraries, archives etc they are in Washington DC.

In no particular order:

In terms of the so-called “highbrow” “high culture”:
Paris
London
New York
Vienna

In terms of “pop culture” “youth subculture”:
Los Angeles (mainly Hollywood)
Tokyo
Miami (Latin America influence)
Hong Kong (this may be a tad controversial, some might replace with Shanghai.)
Seoul
(Taipei is very up-and-coming.)

“Highbrow” and “pop culture” aren’t exactly mutually exclusive though.

NYC sort of covers both since the majority of media still concentrate in NYC.

Arguably the only thing NYC 'lacks' compared to London or Paris is a global sporting culture. In the case of London there is Wembley Stadium, Lords, The Oval, Twickenham these will all host numerous international fixtures in front of hundreds of thousands of fans every year.
