There's IL sales tax to be paid if buying from a dealer.
If buying used from a private party, I think you both just sign the back of the title, which you will then take to your local police station. They will charge you for WI plates and you'll get a WI title in the mail....If for some reason (why?) you want it registered in IL, there's a transfer of title fee based on the sales price. Report it as less than you actually pay. Who's gunna know?

You sound like you know what you're talking about...I deduced that you'd pay sales tax from the fact that WI residents aren't excused paying IL sales tax on anything else they buy in IL.
IL sales tax exemptions on cars-- "Out-of-state purchaser and vehicle was used outside Illinois for at least three months."... ??? Who is seller? Used or new car? "Car WAS used outside of state"- What do they mean by that?--A very confusing statement of exemption.

As for the above: say you lived in Wisconsin, bought a car in Illinois and registered it Wisconsin, then moved to Illinois a month later. You'll then have to pay the Illinois sales tax, even if you also paid the Wisconsin sales tax. So yeah, hold off on buying a car if you plan to move to Illinois within the next three months.
In any normal out-of-state purchase scenario though... both in Illinois and Wisconsin, and every other state I'm aware of, you pay the sales tax on a car purchase when you title and/or register it. That means you pay the tax of whatever jurisdiction it's titled/registered irrespective of where you bought it. I've bought cars from Wisconsin, Missouri, Kentucky, and Pennsylvania -- paid the Illinois (and only the Illinois) sales tax on all of them.
