Who will venture in to the crime infested town of Petersburg to gamble?? This sounds like just another way to separate poor people from their welfare checks.

I'm not huge on casinos and I was glad when the proposed Richmond casino was voted down. With that being said, Petersburg needs something. Disinvestment is what creates a Petersburg and the idea that it should be a no go zone for business and development is what will keep the city depressed.

The demographics and culture are what creates a "Petersburg".

Nope, it's literally disinvestment. This is well documented. Petersburg largely existed just fine economically as small hub of manufacturing and retail up until the mid 80s. The deindustrialization of the entire country, not just Petersburg, led to the closing of it's largest manufacturing employers. Simultaneously, suburbanization was occurring(another national phenomenon of the time) with most major retailers leaving the city for suburban Colonial Heights and South Park Mall. This all inevitably led to what we have now and again, this occurred elsewhere in the country at the same time. Sometimes its easier to look at things in a vacuum but what I stated earlier stands. Disinvestment is literally what leads to a Petersburg and the idea that it should be a no go zone for business and development will be the reason the city stays depressed.
