They won't and that's the biggest problem. Whenever there's a new tribal leader they bring in their family and cronies and siphon the federal money to themselves such that the money just isn't there for the rest of the tribe. The federal money received appears to go down a big rat hole with no accountability. Sooner or later they seem to get caught and it makes the news (yet you never hear much about the punishment) then another family gets voted in and the cycle starts all over again.
Any outside companies or contractors who try to work on or for the reservation eventually seem to always get screwed.

There is also the issue that the tribes want the treaty of 1878 enforced. The Feds have set aside a considerable amount of money as restitution for that treaty, but the tribes want the Black Hills back.
The ironic thing is Black Hills weren't the Lakota's traditional terrority in the first place. The Arikara, Gros Ventre, Ioway & Otoe, and the Cheyenne were pushed aside by the Lakota tribes.

Everything about the SD reservation system is a national disgrace. The poorest place in America has a nest egg that they refuse to use to help their people. The sad thing is if the money did get accepted who could be found with ethics and scruples to administer these monies to make sure it's not stolen or blown. Our federal government? The reservation leaders? It wouldn't be the state since they're basically powerless there. It's the "billion" dollar question.

Ha! And I want the Germans to restore the Polish lands they took from my ancestors, the English to return lands taken on account of them being Catholic and my great grandfather's bank to get bailed out from the farming recession in the 20's. All of which happened after that...

To be fair to the Ogala, they believe that the Black Hills are worth far more than $1.3 billion. Also, $1.3 billion really doesn't stretch all that far among the tribe's ~50,000 members. Then you get into the problem of administration like you mentioned.
While the odds of enforcement of the treaty at issue are slim at this day and age, you get a favorable Supreme Court or Congress/president years down the line, and who knows what could happen.
