How many days notice requires if tenant living for over 1 year?
How much money is landlord now required to pay tenant in this above situation?
Any exceptions?

60 days notice from landlord if tenant has been there over a year. https://www.courts.ca.gov/partners/d...rdTenantv1.doc

Why would the landlord have to pay anything to the tenant other than returning the security deposit?

If evicted through no fault of your own, you are entitled to 2 months' rent relocation assistance or 3 months' rent if you are a senior or a person with disabilities.

Couple of things:

If you didn't sign a lease and were offered one, it's not clear that these ordinances apply

Non-corporate owned Single family homes are exempted from the ordinance
