I cant get my LL to replace the screen in my kitchen window!! AND there is a Bees nest in the gutter on the roof that full of bees!! I am ALLERGIC!!!
If this is in fact such an immediate concern, looks like you'll need to do something about it yourself. If you can't manage the repair yourself, call a friend, neighbor or handyman and have them patch the existing screen for you. Of course you should also inform your LL before they do. That shouldn't cost much, as they wouldn't be replacing the actual screen frame or window itself. Your LL probably won't object to something so minimal. Present copies of any receipts to the LL.

If you really have bees please google bee keepers or bee keeper association in your area. They will gladly come and get them.

If you know you are highly allergic, make sure to mention that as well.
Perhaps he will choose to have an exterminator look at the situation, since removing the wasps would be an alternative solution. Nests in shrubs are not hard to control.
Great answer! OP, just ask them to remove the shrubs. I doubt its a big deal to them and easier than treating/maintaining.
I'm not a LL, but if the screens were in good condition when the tenant moved in, is he/she really going to accept patched screens when the tenant vacates?
