If you're visiting in July, I'd suggest that you be ready for hot (like up to 100) and dry weather. According to the NOAA weather data for Rapid City (Wiki entry), the avg high for July is 86. But that data is over the last 30 years, and I think the weather is trending hotter. But up in the Black Hills themselves, it will be cooler.
Yes hot, but generally cools down at night. Thunderstorms are possible too. Mostly rain associated, but sometimes hail too. Lots of wind if a thunderstorm is in the area, even if it doesn't go over you directly. Very low chance of tornados in Rapid City and the Black Hills. The Hills disturb the formation of tornados, but a bit further east and they are more common.
