And opposing it became that much easier because Youngkin wanted it. NOVA (rightly) did not want him to have this victory.

Honestly, I don't think you can get this kind of project done without bribing pretty much everyone who has a say on it in some shape or form. It's not like there was going to be public pressure in support of it. In NOVA, people in the immediate vicinity didn't want it, others were either lukewarm in favor of it or didn't care. Outside NOVA there's zero benefit to it, so no-one cared.
