Even if it were (it's not), I don't get that argument. Regular citizens aren't scared of ghetto crime since they don't typically venture into ghettos and tangle with those people in the lifestyle. But when random violence just spills into civilian areas, they notice. They feel similar about drunk drivers - you can be driving along, doing everything right, and someone jerk who had a few too many at the bar changes your life completely out of nowhere. Humans are not meant to handle that. We notice patterns, and try to avoid them, but when the pattern is short-circuited by psychos, all bets are off.
Haven't most of us learned long ago that Times Square is a place best avoided?
