Those who have them often have difficult time using.

City Council is likely to bring legal action against Adams for his refusal to go along with their scheme that pretty much opens up city funded vouchers for everyone.

Meanwhile you have people simply caught in middle of very powerful but often opposing forces.

The laws in NYC appear to favor tenants.
