I think lately NYPD has not issued tickets to noisy complaints anymore. It used to be a big deal but because of staff shortage I think they've stopped doing so.
Prosecutors would dismiss me right away from this kind of jury...I had problems with some neighbors that pushed me to the very edge of my sanity and I would not convict someone for this.
Noise complaints are not taken seriously and you have to go to ridiculous lengths to get someone(landlord, police, etc) to do something. Loud music is used as a form of torture for a reason...
