Correlation does not equal causation. Poverty doesn't cause crime but it is likely to be more prevalent in more economically depressed areas. That said, being poor doesn't cause people to murder. I would expect stealing to be the number one crime. The murder rate is atrocious.

That said...millions of people come to New Orleans and are just fine. Thousands live there and in the surrounding areas and are just fine. I hate when people act like its a warzone. Crime can happen anywhere at any time. See Orlando and the tragedy that occurred just yesterday. There needs to be investment and opportunity spread to the New Orleans East for sure. But also youth programs and recreational activities giving the young people something to do besides get wrapped up in gang banging and such. Education needs to be a top priority for parents and the city government. But it also always starts at home. There is a necessity for police but I'm not sure adding more and more is a solution if they are all poorly trained and poorly paid and the community doesn't trust or respect them.

And someone tell the city council members to fix the lighting on the interchanges coming from the East on I-10!

Let the La DOTD know about the interchange lighting issue along I-10. The City doesn’t have jurisdiction over the State highway system.

No, their job is to regulate, whether that's laws or money.

Government spending is not investment. The majority goes to the public sector, and the reason tax money is used for these things is that private investment would never be incentivized to do so. Government spending is welfare, so to speak. A road is not an investment that directly pays you back. It's something that must be channeled through a regulating body or else, all the funding would end up in rich, profitable areas. Thus, the government does EXACTLY what you accuse it of not doing. Though it's still not an investment.
