Some things in life, like it or not, a person just has to leave alone. Way too many incidents happen over things like this. IOW, this could very well spell "dangerous" for you and do you really need that? Being an animal lover is great, but your life is more important!

If the tenant is paying rent on time, my guess is the landlord won't care.

I wonder if there is a possible legal action against the landlord to get his attention - because of the treatment of her animals, she is denying you the enjoyment of your home. Or something.

They can do the same to you, or worse.

It looks like the OP did about as much due diligence as possible in this situation. Pushing it further can end up with significant negative consequences.

You've called Animal Control which informed you there wasn't yet a problem. Continuing on may catch you a harassment charge.
