I live in a small city in Tennessee. Police here will routinely scan license plates of any car they can find to see if the license of the person the car is registered to is suspended.

If the owner's license is suspended, the car is getting pulled over.

What happens when the 'registered owner' doesn't have a drivers license. Yes it is possible.

That's another big draw of major cities, they let that slide and on top...if it's a sanctuary city they're fine.

Furthermore, there are cities whose prosecutors\mayors are proposing that expired or no tags isn't grounds for pulling someone over. Gee, wonder why.
