What happens when the 'registered owner' doesn't have a drivers license. Yes it is possible.

That's another big draw of major cities, they let that slide and on top...if it's a sanctuary city they're fine.
Furthermore, there are cities whose prosecutors\mayors are proposing that expired or no tags isn't grounds for pulling someone over. Gee, wonder why.

Why do anti-illegal-alien folks not realize that laws that prohibit issuance of driver's licenses to illegal aliens have effectively forced them to live in public transit rich areas since they cannot drive, and therefore are directly contributing to transit-rich cities being totally overwhelmed with such aliens?
They are driving without licenses and killing Americans in the process.
