Agreed. But it could be annoying if someone isn't a fan of the smell.
There isn't going to be smoke coming through your window though unless the person is standing right outside your window and smoking. I hardly think that's going to be an issue for most people. Not any different than cigarettes. I have neighbors who smoke but I don't smell their smoke unless they're standing in front of me smoking. If you live in an apartment where the windows are close to each other, you might smell it if they're smoking in their apartment with the windows open (just like with cigarettes) but no actual smoke is going to be coming into your window most likely. It's hardly a reason to keep it illegal. In most legal states outside the west coast, it's not legal to just stand on a public street and smoke in any case. So people who want to get high on the street for whatever reason will probably eat edibles or something instead.
There are always nuisance issues in neighborhoods. I don't like the noise from my neighbor's lawn mower or leaf blower on Sunday mornings, but mowing your lawn shouldn't be illegal because some people don't like the noise.
Why?
Because there were three largest trades in the world.
1. carbohydrates. Oil, gas, etc
2. weapons
3. narcotics
As of lately, narcotics is becoming #2 heavy hitter.
This is why anything narcotics is glamorized. Financial networks have heavy investments into that and, promoting narcotics brings more profit. Qui bono. who stands, or stood, to gain (from a crime, and so might have been responsible for it)?
I agree. I think it goes deeper, though. The elites want the populace drugged, with all kinds of things, whether they're legal or illegal. Keeping people distracted and off balance is what keeps them in power.

My point is merely that, just like with cigarette smoke, people have a right not to smell it in their home. If they smell it, the smoke (or by product of combustion, if you prefer) IS coming into their dwelling. Even when I was a cigarette smoker (thankfully looong ago) I was considerate of other people and wouldn't do it if I was bothering someone.
