Very good observations. Richmond and Charlotte would also be my choices, with my first choice being Richmond.

Those aren't really college "towns." Madison and Grand Rapids are growing and have vibrant bar/restaurant scenes beyond college.

Rochester, MN vibes smaller, so I can see they might be on the fence with that.
