Using # of African-American with Bachelor's or above, in terms of raw number. Second number is percentage of African-American with Bachelor's and above out of all African-American population. List is base on MSA from ACS2021.

DC and Atlanta as expected stands out, follow by RDU, Charlotte, DFW, and Houston. LA and NYC also aren't doing bad but Greater LA African-American population percentage had been dropping for a long time. Baltimore metro area is also up there, probably getting some spillover from DC.
I got a chance to look at Harlem and compare the growth happening there. One interesting note is that according to the census, DC EOTR has the same number of Black people with a bachelor's degree or higher in 2022 as Harlem did in 2020 (exactly 18,827). Harlem is way smaller in land mass, but Atlanta, Houston, and Dallas are way bigger than both DC and NYC in land mass and we're still comparing them so I guess that doesn't matter in this comparison. I thought it was interesting that the number was the same after EOTR DC experienced substantial growth over the last two years.
The most expansive definition of Harlem is about 3 square miles. DC is 20 times that size. That's not remotely the same as comparing DC to Atlanta, which is only about twice its size in area.
Considering the fact that Charlotte has a population of 3.5 million compared to Houstons 7 million it could be argued that Charlotte actually stands out more with its 130,000 people vs Houstons 260,000....

Charlotte MSA has 3.5 million now? Houston is over 7.5 million as of last July...probably around 7.7 million now.

I think the better comparison is to the actual black population. Basically Houston’s 1.2 million to Charlottes 600k.

Comparing NYC growth rates between 2020 and 2022 to anywhere else is folly because we were hit harder than any other city during the pandemic. Manhattan's population today is less than it was in 2020 so it's not surprising to see that there's barely been any growth in the size of Harlem's Black professional population.

I was only showing how similar the Black population of Harlem or even Uptown NYC is to DC (EOTR) from a Black professional demographic standpoint. Even looking at income and comparing that shows a striking similarity. Without parkland and the military base, DC (EOTR) is probably around 10 sq. miles so while different land masses, it isn't that different considering Manhattan's population density. We can even expand the study area to say a general Uptown NYC boundary give or take:
