Democratic Congresswoman Katie Porter of California's 47th district has announced she will not run for re-election to the House and instead run for Senate. Current Democratic Senator Diane Feinstein is up for re-election in 2024, while no decision has been announced she is not expected to run for re-election, though either way Porter intends to run for Senate. Porter was first elected in 2018 and is in her 3rd term. The 47th district covers the Long Beach area and other surrounding areas in the Los Angeles metro area including portions of Orange County and leans Democratic.

Republican Ben Sasse of Nebraska officially resigned on Sunday. This currently creates a vacancy in the Senate and reduces the GOP to 48 Senators. This is only a temporary reduction as Governor Jim Pillen will appoint a replacement Senator who will serve until a Special Election can be held in November 2024. The appointment will certainly be a Republican.

*Note there will be a Special Election in Nebraska in 2024 for the last two years of Republican Ben Sasse's term, (who resigned on January 8th). If whoever, gets appointed runs to finish the term, I will not include since it will technically be an Incumbent, if that person does not run, I will include (outgoing Governor Pete Ricketts announced he will seek the appointment, and while not yet confirmed the speculation is that Ricketts will be appointed and run in 2024).

1. VA-04- Donald McEachin - passed away November 28th 2022, Special Election February 21 2023
Biden 67.2-31.5

With the new Congress the GOP holds a 222-212 advantage in the House with one vacancy. The Senate is a Democratic advantage of either 51-48 or 50-48-1 with one vacancy depending on how Arizona Senator Krysten Sinema (who recently switched from Democrat to Independent) decides to Caucus. While not confirmed, it appears she will continue to Caucus with Democrats which would make it 51-48. With that said the Republicans will get a 49th Senate seat back shortly. Republican Ben Sasse of Nebraska officially resigned on Sunday January 8th and Republican Governor Jim Pillen is expected to appoint a replacement shortly and that will be a Republican

As expected Nebraska Governor Jim Pillen has appointed former Republican Governor Pete Ricketts to the Nebraska Senate seat that was vacated by the resignation of Republican Ben Sasse. This gives the GOP the 49th Senate seat back. The current term expires in January 2027. The appointment will be in place until a Special Senate Election in November of 2024. The 2024 Special Election will determine who holds the seat for the last two year's of the current term. At this point it does appear that Ricketts will run in the 2024 Special Election so this will not technically be an Open Seat.

Currently 34 seats are up, Democrats are defending 23 (this includes the 3 Independents) and Republicans are defending 11. Those are the ones that are set in stone, it is possible more could be added if other Special Elections are required.

Not sure why people are angry at Porter. Not only is it widely known Dems have been asking her to step aside because of age and previous actions of her just not knowing where she was and things like that. Adam Schiff and others were actively courting allies for senate runs .Also Feinstein has been primaried before, winning only in a top 2 Dem general with 54%.

Don’t think Porter would have a Chinese spy as her driver for 10+ years so she’s got that going for her.

The angst is probably that California doesn’t want to have two new senators, relatively new, meaning they won’t bring nearly as much bacon home as senior senators.

Republican Congressman Jim Banks of Indiana's 3rd district has announced he will not seek re-election and instead run for the Indiana Senate seat. Current Indiana Senator Mike Braun previously announced he will run for Governor in 2024 instead of re-election to his Senate seat. Banks was first elected in 2016 and is serving in his 4th term in the House. The 3rd district covers much of northeastern Indiana including the Fort Wayne area and is solidly Republican

Just an update to clarify Sinema's switch to Independent. Unlike the other Independents King and Sanders, Sinema is not part of the Democratic Caucus, however, she is aligned with Democrats for committee and organizational purposes. This makes the Democratic advantage of 50-49-1 as far as the Caucus is concerned, but for all practical and organizational purposes it is 51-49.

Independents Angus King of Maine and Bernie Sanders of Vermont are part of the Democratic Caucus, Independent Krysten Sinema of Arizona is not technically part of the Democratic Caucus, but aligns herself with the Democratic Conference for committee and organizational purposes.
