Is it for sure that Gonzalez gardens and the others downtown are moving?
I haven't heard any news that suggests that plan is anywhere near finalized. I don't know what might be going on behind the scene, though.

Its only a matter of time.. Housing Authorities are trying to divest themselves of "projects" in favor of "mixed income" neighborhoods. With the location close to downtown, Providence Hospital, USC, Benedict, Allen.. and along a major street.. Its WILL be redeveloped. Some low income housing will likely remain.. but much more mixed income to market to the individuals that work and some of the aforementioned institutions. I believe the school zone for that area is Dreher or AC Flora and thus it has potential to lure families..(I though I read that CA Johnson is now some form of prep academy thus not part of the official zone network?) Saxon Homes and Hendley Homes have already gone that route as well..and the Gardens is the worst of the last remaining projects..The other being Allen Benedict Homes which is not nearly as bad..but will likely be the last one to go....

The point CD raises in a good one.. where will the displaced residents go??? Likely destinations...older sections/apartment complexes of St. Andrews, Irmo, Dentsville, and parts of Eau Claire.....

Could this be where they will be relocating people from downtown as they revitalize downtown?

Don't go putting bars on the windows just yet Agnes. Market Rate Housing is a HUD term for properties that are rented or owned by people who pay the market rate and can charge whatever rent the market will bear. There is no subsidy for Market Rate Housing. Now if the owner (foolishly) decided to participate in the Section 8 program post construction then you could have a different story.

I understand Gonzalez and Benedict Court are to be rebuilt. The residents will be moved to temporary housing, the complexes rebuilt then residents will move back in.

Here's an update on some stuff under construction or completed relatively recently. It is not an exhaustive list by any means.

I see that Cardinal Newman is on the list.. They stand to benefit from locating in the NE as an alternative to some of the Schools in Richland School District #2 for those parents opting for private school
