We may plan a trip later in the year or early next year. When someone says be sure to visit or travel in the province are they referring to all areas in all 82 provinces that are outside the city limits, similar to rural areas?

No they just mean to get out of the cities. Some will also mean to get away from the more popular beach resorts to lesser known places. Many provinces hold dangers from rebel groups and tourists are worth money in the bad way

ost refers to specific provincial areas that have the most to offer tourists.
Off the top of my head, some popular provinces to check out would be:

1. Bohol (beaches, chocolate hills, tarsiers)
2. Palawan (underwater wonders like Puerto Princesa, El Nido)
3. Cebu (beaches, heritage sites like Fort San Pedro)
4. Batanes (beautiful landscapes, architecture)
5. Sagada/Baguio (mountain scenery, caving)
6. Siargao (Beaches)

These have thriving tourist industries with established infrastructure to support foreign visitors. You can easily spend a few days exploring highlights in each province.

When we were living overseas last year, we did a trip for a few days to Boracay. The beaches were absolutely beautiful with clear water (similar to Caribbean) and the softest sand you can imagine. Locals were also extremely friendly, and the food was delicious, for the most part.

For a resort island they took some big hits. First the Duterte administration shut them down for an extended environmental clean up. Then the pandemic lock downs.
