To summarize what I said; Arkansas rental laws are bad. The worst in the country and could potentially be a problem. In that sense the OP was right. For example, the law doesn't require that an apartment or home rented out actually be in livable condition.


But renting out crummy places and not taking care of them and sticking it to tenants is not good business. So for most people renting in Arkansas, despite the weak tenant protections, if you have a reputable landlord it's not likely to affect your experience. It's likely to only come into play in low end rentals in bad neighborhoods.


This article in the local Little Rock paper refers to the law I referenced in my 1st post. Evidently it did pass and has improved the situation but still has shortcomings. since it passed rentals must now have hot and cold running water, a source of electricity, potable water, and a few other basic things that were not required before this law was passed.

A substantial number of the shortcomings of that new law (and some things covered by that law) are already in the AR laws.

A big problem, though, is that they are scattered: a provision here and a paragraph there.
(Many covered by health and safety regulations, and others covered by city or county ordinance.)

That is why I said we need a renter's ombudsman or renter's legal council.
