It's shocking to hear about the lack of tenant rights in Arkansas, especially compared to other states like Kentucky and Mississippi. It's unfair that landlords can enter your place without notice or neglect repairs. Seniors living there must feel really vulnerable.

It would be shocking, if it were true.
No one has actually substantiated the truthfulness of the claim.

Can you substantiate your claims about Kentucky or Mississippi?

Here’s what I found
“Landlord's Obligations
Landlords must give you sole possession of the property. However, the laws have changed on when a landlord can enter.

Landlords can enter to:

inspect the apartment
make necessary or agreed repairs, decorations, altera*tions, or improvements
supply necessary or agreed services
investigate possible violations of the rules or lease
investigate possible criminal activity
exhibit the apartment to prospective or actual purchas*ers, mortgagees, tenants, workers, or contractors
Because the law gives the landlord such broad rights to enter, you may want to have a lease provision limiting entry to reasonable times and with at least a 24-hour notice.”

So it appears a landlord can enter anytime to address any of the above. It also appears that a tenant and landlord can have a lease that specifies cases of when advance notice is needed.

These conditions sound similar to what I saw in Texas.

Yep, the more "rights" renters get, the higher rents have to be to make the investment worthwhile for landlords and vise versa. So no wonder rent in Arkansas is so cheap.

That Arkansas ranks 50th out of the states for renters rights is well known fact. A few years ago there was an initiative about changing the tenant laws. There was lot's of advertising on tv by groups that were against it. I don't remember if it passed or not, but even if it passed it still wouldn't moved Arkansas out of 50th place for tenants. But generally, renters ususally don't have major problems that they wouldn't have anywhere else.

What the OP posted may have been exaggerated but not total BS.
