Recheck has been conducted in response to voluntary closure of the establishment due to non functioning restrooms and the appearance of ground surface waste in the drive-thru area and under three compartment sink. During follow-up inspection, all lines including water lines and sanitary sewer lines of the establishment were flushed, pumped, and cleaned by a licensed plumber and GPSD. All bathrooms are flushing and working properly. Drains underneath three compartment sink, cook line, as wells as the grease trap have been cleaned. Also, all floors and food contact surfaces have been cleaned and sanitized. Establishment is hereby reopened under the guidelines of Chapter 10, Food Safety, of the Peoria County Code. Complaint was received on 6/24/15 that the restrooms were backed up and that the drive thru was flooded. RFS number 15-0267. Facility voluntary closed. Please contact this department once the facility has function restrooms and there is no more backing up onto the ground surface of waste. Manager has been in contact with Corporate and they are working on getting a plumbing and pumping company to look at the problem. Recommend contacting the Greater Peoria Sanitary district also.

Site investigation done in regards to RFS 13-0613 which stated that complainant was ill after eating at a Peoria County establishment (see file for full history). Complainant's food history report showed that she had eaten lunch at Panda Express the previous day. Complainant had eaten "Orange chicken, beef with broccoli, fried rice, fried egg roll, and had drank a bottle of water." Sanitarians are following up with all establishments located within Peoria County that are named within food history report. Discussed complaint with P.I.C. (Person In Charge) and FSSM Amber Schindler, who stated that no employees had called in to work due to illness or went home early with any symptoms of an illness in the last two weeks. Discussed proper hand washing techniques and advised management to immediately send any employee home who exhibits signs of illness. Panda Express has not received any food illness related complaints from customers in the last two weeks. At time of investigation, temperatures were taken of the components of each item the complainant consumed. All components were found to be held at 41 degrees F or less before preparation, and at 135 degrees F or higher after preparation and during hot holding for service. Line cooks were observed practicing proper hand washing. Sanitizer is quats and was read at 200 ppm during inspection. Dish machine is properly functioning and sanitizing effectively. Line cook explained that entrees are made in small portions every half hour (or more frequently during peak periods) to ensure that the food items are consumed before the temperature can drop below 135 degrees F. Items that drop below 135 degrees F are discarded. Any items leftover at the end of the night are discarded. Recommend complaint be closed. SS 12/20/2013.
