Southwest Airlines’ arrival in 2001 has moderated fares to many cities.Against those pros, add one big con: the Hampton Roads Bridge-Tunnel, which takes I-64 across the Hampton Roads harbor. Sometimes, it’s a free-flowing breeze. Other times—especially rush hours and weekends—it can back up for miles.
