I don't think alligators, cougars, etc are pets. This is what wildlife is permitted.

They are talking about so-called exotic or non-traditional species. In some states a fancy rat or a guinea pig are considered exotics. Some are totally exotic to the state or the USA itself (Burmese pythons, Gaboon vipers, etc) and some are native species that are not legal to take from the wild and keep in captivity. It's also important to make the distinction between outright bans on ownership under any circumstances and bans on keeping it without a state-issued permit. Many states allow ownership of some species as long as you have a current license/permit. I wouldn't trust this source IMHO. If I want to be certain about what animals are permitted as pets in my state I'll call the state.
