I'm not sure why transfers are such a hangup for you. Imagine there was a train or bus from ACY or PHL to Atlantic City. Once you get to the station in Atlantic City, how are you planning to get to your hotel/casino? You'd likely need a cab/uber/bus to move around within Atlantic City.
You're planning to travel between origin and destination points that not many other people travel between. Ergo there is no fixed transit system connecting those points directly.
Assuming you're flying to this region from somewhere else (hence the questions about transit from airports). Even if you fly to Las Vegas (a MUCH MUCH more popular casino resort town), there's no transit system between the airport and the strip. You have to take taxis, ubers, hotel shuttles (if available), or take a bus with *gasp* a transfer.
Where are you coming from? It would probably be cheaper to fly to PHL and take the rail shuttle to the 30th Street Station. Then take a train to Atlantic City. You can stay at the Atlantic City Sheraton which is right next to the train station. Or you can take a bus or taxi to any of the hotels. Or you might want to walk to your hotel from the train station, if you like to walk.
