Exactly, however, most reasonably good jobs do require a college degree. Even if you get an entry level type job, in order to progress you will need a degree.
As far as knowing people - certainly doesn't hurt; remember the old concept of "networking"? That is no more than knowing the right kind of people.

As a newcomer w/business degree and many years of experience in banking, marketing, communication and healthcare about how long do you all think it would take for me to find a decent job?

I'm pretty aggressive. I would go in and call the "right" people. People that make the decision.

You need to come up with a script, however. Make it something that grabs their attention, this way they'll listen to you and your credentials afterwards.

It's the same as anyplace in my opinion. It's more of who you talk to, who you know, experience, and then education. Obviously with certain careers this will fluctuate.

Education always matters no matter where you are. Sure there are always going to be those "good ol' boys" institutions, but even those require an education and can be penetrated from those outside the networks - if dedicated enough.
